The /Info/Category Tech page is a page used by the Infoboxes so that they know what category to place all of their pages into. If this page does not exist then the templates use {{BASEPAGENAME}} which will make the category name the same as the anime's World name. In the case of something like Chobits this is ok, but in the case of Full Metal Panic and Magical Girl Lyrical Nanoha which use FMP and Nanoha as their ID's this page is very helpful to give the category a proper name.
