The Jump start from Wikipedia policy is a part of the Wikia ACG Unique Goals.
Wikia ACG has a policy to start new articles by copying what Wikipedia has available (and applicable) already. In many cases, a single Wikipedia article would be copied, then split into separate articles (under a World Page if on a Top-level wiki). The articles would then be formated to fit the wiki, converted to in-universe, and finally expanded to contain all information on the series.
Wikia ACG's purpose is to collaborate, and therefore we wish to make use of existing efforts, only creating new content where it hasn't already been done under the GFDL. We're not here to re-do work which has already been done. And thus, the Jump start from Wikipedia Policy disallows the creation of articles from scratch for which a usable Wikipedia article already exists.
Note that this policy does not apply to Wikipedia articles that only cover aspects of the subject that is found inapplicable to the wiki, or articles of little substance and low quality so that its content has little value.
